If you're not sure enough to apply hand-cuffs and a pat-down, you probably aren't sure enough to detain ... of course, it's possible that the LPO was just going to do a formal 86, or whatever the equivalent is in that jurisdiction, but there wouldn't be much point in going all Armed E&E on them unless you believe you're being detained and held for the cops ...
