Russell says Yates was alone on the lower deck of the riverboat casino when something happened and he ended up in the Ohio River. Yates was reportedly disabled and used a wheelchair. Russell says Harrah's employees noticed something was wrong when they apparently saw Yates on the casino's security video. Harrah's workers found his body in the water and rushed the man to the hospital, but it was too late.
