The jail chief says the razor wire fence was designed more to keep people out than to prevent escapes, because the razor wire is on the outside of the fence. At an emergency meeting Wednesday, Osceola County commissioners voted to pay $4 million for new razor wire fencing, security cameras and recording devices at the jail. They also approved random drug testing of jail workers and getting direction from state and federal corrections experts, and Lake County Sheriff Gary Borders, who used to help run the jail.
