Security ... think about it!
The story is this: a local Washington D.C. Coast Guard unit decided September 11th was a perfect day to conduct an anti-terrorism training. Because these trainings are so common, the Coast Guard did not bother to notify other law enforcement agencies in the area. Unfortunately, the calendar date put people on high alert and when a transmission about the mock hostilities was broadcast over an unencrypted marine band frequency, the major news agencies hearing the information interpreted what they heard as if it were real. In true ‘War of the Worlds’ fashion, these journalists decided to report that the anti-terrorism training exercise was in fact a true defensive strike against attacking terrorists.
